What is a book sanctuary?
In response to recent challenges to materials in libraries across North America, some public libraries have been declaring themselves "Book Sanctuaries", a movement that began in September 2022 when the Chicago Public Library declared themselves a space for endangered stories and called for others to do the same. A Book Sanctuary is a physical or digital space that actively protects the freedom to read. It provides shelter and access to “endangered” books, and can be created by anyone and can exist anywhere – in a library, a classroom, a coffee shop corner, a community center, public park, or even on social media.

Intellectual Freedom
Ottawa Public Library (OPL) supports intellectual curiosity and enquiry. One of OPL’s core values is to support intellectual freedom: the free and open exchange of lawful information and ideas in a democratic society, respecting individual’s rights to privacy and choice.
The Library is a resource where many points of view and modes of expression can be examined without hindrance. OPL recognizes the right of individuals to express opposition to items selected for the library. While people have the right to reject for themselves items of which they do not approve, they do not have the right to restrict the freedom of others.
The OPL values and adheres to both the Canadian Federation of Library Association’s and Ontario Library Association’s position statements on Intellectual Freedom, with respect to materials selection, as further confirmed in the Board’s position statement on Intellectual Freedom. The presence of material in the Library does not indicate an endorsement of its content; it is an affirmation of the principle of intellectual freedom. All of our materials are selected in accordance with our Content Services Framework.
Book Sanctuaryby Collection_Development
At Ottawa Public Library, our Book Sanctuary Collection represents adult, teen, and children’s books that have been challenged at Ottawa Public Library or in other libraries across Canada and the United States. Selected titles were chosen based on several criteria – a mix of historical and current titles, French and English titles, adult, teen, and children’s titles, as well as range of frequently-challenged topics and diverse perspectives.
This popular graphic novel is one of the most challenged books in school libraries in the United States. It was removed from Ottawa Catholic School Board libraries in 2019 after receiving a complaint about a kiss shared by two boys who are side characters in the book. The decision was subsequently reversed.

Winner of the 2021 Governor General’s Literary Award, this book of short stories by Inuk author Norma Dunning was challenged at Hamilton Public Library in 2022 for offensive language.

A children’s picture book depicting a day in the life of a family with same-sex parents, My Moms Love me was the subject of a Request for Reconsideration at OPL in 2022 by a complainant who felt that the content was inappropriate for children. En 2022, ce livre illustré pour enfants représentant la vie quotidienne d’une famille homoparentale a fait l’objet d’une demande de réexamen à la BPO par une personne qui considérait que le contenu ne convenait pas aux enfants.

En 2019, Yvan Godbout a été arrêté et accusé, tout comme son éditeur, de production de pornographie juvénile en raison d’un passage de ce roman d’horreur de 2017 dans lequel il décrivait une agression sexuelle. Il a été acquitté par la Cour supérieure du Québec en 2020. Yvan Godbout was arrested and charged, along with his publisher, with producing child pornography in 2019, based on a passage from this 2017 horror novel describing sexual abuse. He was acquitted by the Superior Court of Quebec in 2020.

This award-winning graphic novel memoir of growing up with a non-binary identity has sparked controversy since being published in 2019, due to the author’s frank discussion of sexuality and gender. This acclaimed novel has been banned in schools across the United States. Reasons cited include the depiction of child sexual abuse, offensive language and racism.

A picture book about a girl visiting a traditional bath house with her grandmother and aunts, this book was challenged at a Canadian public library in 2022 for being inappropriate for children due to nude figures in the illustrations. Cet album, qui raconte l’histoire d’une fillette qui se rend dans un établissement de bains traditionnel avec sa grand-mère et ses tantes, a fait l’objet d’une contestation dans une bibliothèque publique canadienne en 2022; on soutenait qu’il ne convenait pas aux enfants en raison des personnages nus qui y étaient illustrés.
This graphic novel adaptation of the popular children’s fiction book by Neil Gaiman has been challenged several times at OPL. Complainants expressed concern that the images and themes of the book are too violent for children and requested that the title be moved to the Teen Graphic Novel section. On review, it was decided that while the images in the graphic novel may be shocking to some, it was appropriate for older children who use the children’s graphic novel collection.
Cette bande dessinée adaptée d’un roman à succès pour enfants de Neil Gaiman a fait l’objet de plusieurs contestations à la BPO. Parce que les images et les thèmes étaient jugés trop violents pour les enfants, on demandait à ce qu’il soit déplacé au rayon des bandes dessinées pour adolescents. Après examen, la BPO a décidé que, même si les images pouvaient choquer certaines personnes, l’ouvrage convenait quand même à des enfants d’un certain âge qui consultent la collection de bandes dessinées pour enfants.

First published in 1985, The Handmaid’s Tale has been challenged around the world. It continues to be controversial, making the American Library Association’s list of the top ten most challenged books in the United States in 2019. The Handmaid’s Tale is most often challenged on the basis of profanity, anti-religious themes, sexuality and immorality.
